ABOUT THE AUTHOR : DR. RAMANANDA PRASAD, Engineering Graduate, IIT, Kharagupr, India; M.S. University of Toronto; Ph. D., University of Illinois, has published several papers in the journals of the American Society of Civil Engineers.
